The Fianna

The Fianna are the personal retinue of the Queens of Caledonia. They are responsible for ensuring the security of Caledonia and the Queens. As part of their role it is their duty to capture wanted criminals and determine their punishment. Any Laoch may deal with minor matters; the Laoch of the Cauldron may deal with more serious matters, and the most serious matters, such as Treason are dealt with at a Laoch's Council. The Fianna have the power even to execute anyone they deem worthy of such punishment. Some other nations have lawyers and trials. Caledonia does not. It has the Fianna.

The Laochs are police, judge and jury. Indeed in order to maintain the effectiveness of Caledonian law, lawyers are illegal in Caledonia. There is no such thing as a defence council, nor a right to speak in defence of a criminal. If a Laoch knows that someone has committed an offence, they are guilty and punishment will be determined as appropriate.

If someone is accused of a crime by someone other than a Laoch, they will be brought forward in front of the Laochs to hear the accusation and the acccused's version of events. The Laochs then determine guilt and punishment.

The Laoch of the Raven, otherwise known as the Bran Laoch, is in charge of the Fianna, and the most senior Laoch. He takes any issues from the Fianna to the Privy Council and in turn communicates any issues from the council in turn to the rest of the Fianna. He has a veto among the Fianna on decisions that are made, but will usually go with a unanimous decision of all other Laochs. It is up to him to make recommendations to the Queens and the Privy Council about new Laochs.

The Laoch of the Cauldron is the Bran Laoch's deputy, and acts on his behalf in all matters when he is not available. The Bran Laoch also tries to lighten the load of duties on the Bran Laoch by organising Fianna meetings and dealing with issues before taking them to the Bran Laoch himself if required.
