In addition to the ruling Lairds there are three other Lairds.  These people are selected, not due to their faction position but due to the contribution they have made to the nation over a number of years. 
The third Laird position is currently under consideration.

Arcane Minister

Laird Azar ...

The Foreign Minister is in overall charge of the Ministry.  He acts as an escalation point for all ambassadors (including the high ambassador) and is responsible for making the important decisions with regards to factional relations. 

Part of his duty also involves reporting to the Lairds council and the Queens, seeking agreement for very large issues and decisions, and keeping them informed of all current standings with other factions.

The Foreign Minister is also responsible for all issues outside of the recognised factions (excluding guilds), for example the Empire, Conclave, etc. The Foreign Minister is also in charge of appointing Ambassadors.

Interior Minister

The Interior Minister is responsible for the wellbeing of all the people of Caledonia.

It is his responsibility to ensure that any major issues with the people are dealt with i.e drought, famine, etc and to organise and supply humanitarian aid to troubled areas.

It is also his duty to “crisis manage” any disasters which occur (e.g the destruction of Pitlochry, the eruption on Orknejar).

He is also expected to keep a close eye on those of the population who live in Crown Lands (i.e not within lands governed by a Clan), and to champion any issues they may have to the Privy Council.

War Minister

Laird Dougie ...

The War Minister is in charge of all things military. He is responsible for appointing his Caenns and Thanes.

He is in overall command of all the Bears armies, navies and fighting forces.

It is the job of the war minister to hold Councils during times of War, and to lead our troops at the meetings of nations.

The war minister is also responsible for arranging combat practise and tests of arms, including the Faction Champion contests at the Gathering.

Whether he delegates the actual execution of these contests and training to his thanes is his decision.
